The Rule changes are part of a larger risk management package intended to reduce the incidence of successful fraud attempts and improve the recovery of funds after frauds have occurred. The upcoming Rule changes include mandatory fraud monitoring by ODFIs, RDFIs, Third-Party Senders, and non-consumer Originators. Expanding fraud detection responsibilities to more parties in the ACH Network provides additional opportunities to detect and prevent fraud, especially for frauds that make use of credit-push payments. The Rule amendments were voted on in 2024 with implementation dates for the various Rule changes ranging from late 2024 through June 2026.

Jordan will discuss how the new Rules came about and the problem Nacha is trying to solve. ACH Network Risk Management. His focus is with understanding Third-Party Senders
and the benefits they bring to the system as well as mitigating any risk associated with
this business model. Jordan runs the Nacha Certified program, which encourages Third-
Party Senders to know and understand their risk management responsibilities in the
ACH Network and promotes Third-Party Senders with strong risk management
practices. Jordan is also the staff liaison for Nacha’s Risk Management Advisory Group.

compliance, and audit.  With over 25 years of banking experience in a variety of roles, he
found his calling within the payments sector.  During his 18 years as a payment leader, he
has experience working in a variety of roles including Treasury Management sales,
operations, and risk management.  Continuing education and payment knowledge have
been a priority, allowing him to obtain his Certified Treasury Professional (CTP), Accredited
ACH Professional (AAP), and Accredited Payments Risk Professional (APRP)
certifications.
